Harvest Ploughman’s and Craft Fair – 3rd October

Focus Groups and Communications Strategy

Back in November 2009, we reported on the various sessions that were held in the earlier that summer of 2009.  We took a random sample of 60 people ensuring representation from all parts of the church.  We held nine sessions and each group were asked the identical set of seven questions. The groups were “listening” events and therefore no answers were given to any questions raised.

 So what did everyone say?

  •  Almost everyone is committed to the vision for St Mary’s.
  • People do not always find it easy to link the building project to the vision for St Mary’s.
  • “The Focus Group challenged me to think more widely”.
  • People were very pleased to be invited and involved in the Focus Group.
  • Some people were cynical that the process was a “sham” to demonstrate listening.

All the comments made were grouped together into themes and these could be summarised as:

The Project Process – overall people were happy with the ‘people on the project’ but concerns emerged around the lack of information, the priority, especially between the church and centre, and the resources. 

The Buildings/Plans – people were concerned about some of the design features, with diverse views about their cost. 

The Finances - people were concerned around affordability of the project and the current church activities in the context of the financial crisis. 

The Communication - by far the strongest theme that emerged was the quality of information and the lack of detailed information for the congregation. 

The PCC asked the Project Steering Group to take forward the issues raised by the Focus Groups and the changes that we have outlined here are in response to this really helpful feedback.

This blog is the start of a new communication strategy, which will include the following ways of engaging with the community of St Mary’s and Reigate: 

  • Specific slots in church services led by Ambassadors
  • Notice board – with paper/pens/box for feedback
  • Pew News inserts, branded CBP
  • Emails to the directory database
  • Website including blogs for news for with an explicit feedback facility incorporated
  • Twitter alert to updates on web
  • Ambassadors linked with specific groups within St Mary’s and the Heath and wider afield – if you would like to become a project Ambassador, please let Susan Ford know
  • Public meetings
  • Press statements/interviews/conferences

In summary, wherever the community is – we have to go out physically and electronically to listen and inform

  • What is our funding approach? We have consulted with other churches that have undertaken equivalent projects of this size and complexity.  We have also considered the impact of the economic climate on financial resources.  As a consequence, we have sought to reduce our costs wherever possible and this is part of our brief to the potential contractors currently considering the design of the church centre.  However, from the experience of other projects we are aware that God has infinite resources and can provide according to His purpose.

Managing the project

 

The PCC has also looked at the way we translate the project from ideas and good intentions into bricks and mortar, pipes and leather, reality and usefulness.  There’s so much to do, that we have broken down the workload into three “meshed” groups, all accountable to the PCC and wider church family.

  • Steering Group – sets direction

Chaired by Phil Andrew, our vicar, with Lynwen Plowman as his deputy, and supported by the church wardens.  It takes the lead on the key decisions about the project, on the basis of recommendations from the Implementation Group and reporting back to the PCC at regular intervals. 

  •  Implementation Group – makes it happen

This group is chaired by Tony Baptiste including practitioners within the building industry plus fundraising, communications and project management; it is about defining the right strategies, preparing plans and setting actions in place to take the programme as a whole forward. 

  •  Engagement Group – communicates it

Nicholas Michaelides chairs this group which is developing various two-way forms of communication with the community both within St Mary’s, our parish and throughout Reigate to develop and maintain active input and support for the project.  This group also sponsors the Ambassadors to ensure communication is also highly personal and fits into the overall communications framework.

Our current plans – July 2010

The journey so far…

We have restored several of our historical stained glass windows, installed a state of the art audio-visual system and built a health centre in Burundi.  Our partners reported that in May 117 children had been on the food programme. Although 2 had died, 30 had gained enough weight to be taken off the programme and the remainder are still receiving food twice a week. The mothers of some of these get extra bags of ‘porridge’ to feed to their children in between as they are so underweight. The dispensary is in now operation. Sadly the maternity unit opening has had to be delayed as it needs government authorisation to allow staff to be paid by the government, and this has been delayed as there has recently been an election.  

We have contributed several hundred thousand pounds to the project, and promised even more.

We have presented our plans to the diocese, and have been made to wait for some months on their deliberations!  We have consulted with dozens of folk in the parish on every aspect of the project, and incorporated the feedback into the latest plans and designs.

We have thought some more about the priority of the various elements of the project.

What’s next?

  • The context

The PCC has been reviewing the project in light of the delayed Chancellor’s decision on what we can do within the church, and the current low level of funding.  Just over £350,000 is in the bank with a further £350,000 pledged.  However, in the economic slowdown, we may not be able to depend fully on those pledges.

We’ve taken the opportunity to look more closely at similar local projects to see what we can learn.  Since the project started, we’ve seen many new members, and increased use of the Centre, including the Easter Project.

  • The way ahead

We remain committed to all four strands of the one project, and they will run in parallel to the extent that this is practical and the funds are available.

We will, though, place an increased emphasis on the rebuilding of the church centre as the more urgent requirement, moving towards a new design and outline planning permission as a priority.  We have set a target time for starting to build of twelve months from now ie July 2011.  In that time  we will need to specify the outline requirement, select the design and build construction company we wish to use, agree full planning diagrams, obtain planning permission, raise the remaining funds needed to complete the project and agree the finalised design with the company.  As we are all aware from our experience to date, there are many pitfalls in this process that may cause timescales to extend, but we feel it right to at least have  a target to go for, and trust that the various decision making processes inside and outside the church, can be managed accordingly.  Plans are being drawn up on this basis.

In parallel with this focus on the Centre, we will commence work on the church itself in bite-sized chunks which will be decided upon once the Chancellor’s decisions are known.

We continue to seek guidance on overseas mission projects, and welcome suggestions.  We may wish to consider financing some running costs of the Burundi Health Centre to ensure its operational utility is not limited by lack of funds, but it may be more appropriate for these to be made available out of general mission funding within St Mary’s rather than capital funding within the CBP.

We have also concluded that work on the organ should wait for the work on the church to be completed so that it isn’t affected by the dust created by building work.  This will also provide time to further evaluate what is the appropriate level of cost in respect to the options we have for various degrees of refurbishment.

What’s does this all mean for us?

We keep coming back to God’s provision for this project, to be released through his people.

  • Please pray about how and what you should contribute to the project
  • Consider whether you can take on responsibility for a fund raising event
  • Pray for our approaches to trusts and other bodies able to provide money for this project

 -          of St Mary’s church being open all day as a safe haven for rest, reflection, prayer and fellowship; accessible to all of any age, disability or infirmity; no part cut off by screens, pillars or steps – the whole building a beautiful and flexible space available for all forms of worship to the glory of God, and to support local community events, where appropriate – restored in beauty, ready for this generation and the generations to come as a physical emblem of God’s love and grace.

 -          of St Mary’s church community centre complementing the church across the road in a single entity at the heart of the parish – warm and welcoming, practical and tidy, offering a variety of accommodation for worship, pastoral ministry, administration, teaching, play and social activities, securing our children’s activities in one place and enabling the development of new forms of informal worship in a modern and creative setting for our growing church family.

 -          of an historic organ fully restored to its original tone, reliably producing wonderful music to support our worship in the church

 -          of new and extended relationships with the wider church in the developing world, supporting their mission within their local community through providing buildings, resources and encouragement.

 These are exciting times for St Mary’s.  There’s an amazing sense of history here, and we now have a feeling for our destiny over the next few years.  In building a community to reach a community with the love of God, we need physical resources as well as spiritual treasures.

 We are on a journey that will take a number of years but we are investing in future generations and need to take a long term view and therefore we know it won’t happen quickly.   However, each of us has a part to play in making our dreams come true.  Please pray about what it is that you should be doing, and let us know how you’re responding.
